Meta Advantage+ video generation turns the still images in an ad into a short multi-clip video with animated clips, a text overlay and music, inside Ads Manager, at no extra cost beyond ad spend. Meta made it generally available on October 6, 2026. It is good at one job, which is giving an image-only account a video version fast. It cannot give you a person who speaks your script, the same presenter across ads, a choice of video model, or a file you may run outside Meta.
AI UGC fills those gaps. You cast a presenter, write the script, pick the model and download the file. The cost is more work and more review. Most accounts should use both, in different lanes.
Disclosure: Oakgen is our product, and we sell an AI UGC ad generator. This comparison also covers where Meta's own tools are the better choice.

Who this comparison is for
This is for the person deciding whether to keep briefing video or let Meta make it. That is usually an agency paid social lead, a DTC founder running Advantage+ sales campaigns, or a creative strategist whose account runs mostly statics. Here is how the question tends to sound:
- "Meta can turn my product photos into video now. Do I still need UGC?"
- "The client wants the same ads on TikTok. Can we use what Meta made?"
- "We need a face in the ads, but not a new creator every week."
If you already have a library of real creator videos that perform, keep using them. This post is about filling the gaps around them.
How we checked
We read Meta's October 6, 2026 Advertising Week post, two Meta Help Center pages on video generation, the AI info labeling page, the Ad Creative Generative AI Terms and the Commercial Terms preview on November 4, 2026. For performance claims we used Meta's own Q1 and Q3 2026 earnings remarks. For how the tool behaves in an account, we used two hands-on write-ups from practitioners, both from the beta period.
We did not run Meta's video generation or an Oakgen ad in a live account for this post, and we have no conversion data of our own. Where we say what Meta's tool does, we quote its pages or name the person who reported it. Meta's interface varies by account, language and vertical, so trust what your Ads Manager shows over our description.
What Meta's video generation actually does
Meta now has three separate video features that people lump together. They are at different stages.
Advantage+ creative image to video
This is the one that went generally available. Meta's announcement says that "in Advantage+ creative, advertisers and agencies can now generate video from existing static assets, a feature that is now generally available."
Meta's help page describes the mechanics. You give a website or product URL and any images you upload. Meta then sources and selects images "from your ad account and URL destination that may work best for your ad, even if you haven't manually uploaded them." It "may also generate additional images when needed." From those, it generates several videos, "each with animated clips, a text overlay and music," tailored for each placement.
You are "required to review the generated videos." Editing is limited. You can turn music on or off, add a clip, edit overlay text and generate more versions from templates.
Two limits matter before you plan around it. Video generation "currently only works for ads where the predicted language is English, French, German, Italian, Korean, Japanese or Chinese as well as for select verticals only." Meta also says financial services, pharma and health, and special ad categories may not have access to all generative AI features.
Ads Creative Studio on Meta
Meta introduced Ads Creative Studio in summer 2026 as a workspace that shows "what is working and why." On October 6 Meta said it was beginning to roll out to more advertisers, and that marketers can "generate new video concepts and variations, and edit them with new tools to change hooks, adjust audio and clip length, add text overlays and captions, or change end scenes."
That makes it an iteration tool. It starts from creative you already run and gives you variants of it.
Catalog product video
Catalog advertisers can turn product images into product video "at scale." Meta limits this to eligible beta advertisers, through Advantage+ creative video generation in Ads Manager and the product video creator in Commerce Manager.
Meta AI video ads review from practitioners
Meta's own numbers are positive but narrow. In its Q1 2026 remarks, Meta said "advertisers using our video generation feature" saw "more than 3% higher conversion rates in tests." In Q3, Meta said "nearly 10 million advertisers used at least one" of its generative AI creative tools, and that adoption of its video generation features "grew 25% quarter-over-quarter, driven in part by ready-made videos that reduce generation time to just a few seconds from a single image upload."
Read the 3% carefully. It compares advertisers who used the feature with advertisers who did not. It does not compare Meta's video with a UGC ad, and accounts that opt into a new beta may differ from those that do not.
The hands-on reports are from the beta, so the general release may behave differently:
- Jon Loomer, January 2026. He reported that the process "starts with three video concepts," that one video is made of five clips, that Meta fills gaps "with stock imagery," and that the results ran 15 to 20 seconds. He stressed that "these aren't slide shows." Music options were "very limited."
- Milos Zlesa, May 2026. Testing for a hotel and wellness client, he got six concepts that looked promising. The final videos had visible artifacts in scene transitions and generic music for a premium brand, and he could not edit text overlays after generation. His summary, translated from Czech, was that the result looks like AI video, not produced creative. He recommended testing it for ecommerce and local advertisers without video, and holding off for premium brands.
Here is where this breaks. The stock imagery and the images Meta generates "when needed" are the risk. A product angle that does not exist is a claim you never made, and you still own it.
What Meta's built-in video can't do
These gaps come from what the tool is built to do, not from bugs a release will fix.
- No presenter. Meta documents clips, overlays and music. It does not document a person who speaks your script to camera. Talking-head and testimonial-style formats are where UGC earns its place, and Meta's tool does not make them.
- No consistent face. Even when a generated clip shows a person, nothing in Meta's pages lets you keep the same person across ads. A recurring presenter is how many brands build recognition in feeds.
- No model choice. You get whatever model Meta runs. You cannot pick a model that is better at hands, at product labels, or at longer shots.
- No portable file. The Ad Creative Generative AI Terms grant you the right to use output "anywhere on Meta Company Products" and say "use or publication of Output outside of Meta's platforms is unauthorized." Your TikTok and website versions have to be made elsewhere.
- No uniqueness. The same terms say output "may not be unique across users" and that the tools "may generate the same or similar output for Meta or a third party." If your competitor feeds similar product shots in, the result can look similar.
- Similar thumbnails. If every generated video opens on your same product shot, the ads may read as one concept. Our Meta creative diversity score guide explains why look-alike thumbnails pull the rating down and how to fix it.
Cast a presenter you can reuse
Create an AI influencer once, then put the same face into every UGC ad by picking them in the presenter list.
The new liability clause and the Nov 20 date
Meta's preview Commercial Terms add an AI Features section. It says AI features "may make mistakes" and that you are "solely responsible for and assume any and all risks associated with such AI features and any resulting Content." The preview page still showed November 20, 2026 when we read it on November 4.
That date may slip. Meta said on October 28 that it would delay the update if its consultation with industry groups runs past November 20. The UK CMA, which opened an investigation on October 30, describes the terms as ones "which Meta planned to revise on 20 November but has since put on hold."
The direction matters more than the date. The current generative AI terms already make you "solely responsible for evaluating the Output" you publish. The practical rule is the same either way. Review every generated video as if you made it, because legally you did. Our guide to Meta AI features terms for agencies has the full clause, the Advantage+ audit and a client sign-off template.
What AI UGC adds, and how it works in Oakgen
AI UGC starts where Meta's tool stops. You decide who is on screen, what they say, which model makes the shot, and what file you get.
As of November 2026, the UGC ads studio works like this:
- Plan first. The AI UGC ad generator starts from product facts and an angle, builds a variation matrix and an editable script. The free UGC ad script generator does the script step on its own.
- Pick a presenter. Choose from the presenter library or from your own AI influencers. An influencer made in AI Influencers keeps the same face across ads, which Meta's tool cannot do.
- Choose how the take is made. A presenter take lip-syncs the presenter photo to your voiceover, up to 60 seconds. Natural mode makes the presenter, the product in hand and the voice in one shot with Seedance 2.5, from 4 to 30 seconds. In Natural mode the model picks the voice, so there is no voice choice.
- Add B-roll. Product B-roll comes from image-to-video models, currently Kling V3 Pro and Grok image to video.
- Test hooks. The studio writes three alternative opening lines, A, B and C, for the same script.
- Get the file. Takes come in 9:16, 4:5 or 1:1. You can download each take with subtitles, without subtitles, or download the captions on their own.
For a clip with no presenter, the general AI video generator gives you more model choice. Kling 4.0, for example, makes silent clips of 3 to 30 seconds at 720p or 1080p from text, frames or reference images.
The tradeoff is cost. Every generation costs credits, and someone has to review the presenter, the product and every claim. AI presenters are good enough for testing new concepts. They are not a substitute for a real customer's testimonial, and you should not present them as one.
If you want to see how the full workflow runs end to end, build your first UGC ad in the studio with one product and one angle.
Which one to use, by creative job
This is the table we would hand a media buyer. Each row is a creative job, not a tool.
| Creative job | Use Meta video generation | Use AI UGC | Why |
|---|---|---|---|
| Account runs only statics and needs any video | Yes | Later | Meta is free and fast. Prove video works first |
| Catalog of many SKUs needs motion | Yes, if you are in the catalog beta | No | Volume across SKUs is Meta's strength |
| A person explains the product | No | Yes | Meta does not document a speaking presenter |
| Same face across a campaign | No | Yes | Consistent presenter needs a saved character |
| Same ad on Meta, TikTok and the website | No | Yes | Meta's output terms limit use to Meta products |
| Claim-bearing ad (price, guarantee, health) | No | Yes, with review | You need to see and approve the exact file |
| New hooks on a proven concept | Ads Creative Studio, if you have it | Also fine | Both handle hook variants |
| Language outside Meta's seven | No | Depends on the voice and model | Meta lists seven supported languages |
| Regulated vertical | Often not available | Yes, with legal review | Meta limits generative AI access there |
The pattern is simple. Meta's tools are strongest when the input is product imagery and the output only has to live on Meta. AI UGC is strongest when the ad needs a person, a script you control, or a life outside Meta.
Turn one product into presenter ads
Pick a presenter, write the script, test three opening lines and download 9:16, 4:5 and 1:1 takes.
How to test Meta video against AI UGC in one ad set
This is a test plan you can run. It is not a result we observed.
- Pick one product and one offer. Keep the price, landing page and headline fixed for every ad in the test.
- Make two Meta videos. Use Advantage+ creative video generation from your best real product photos. Deselect any image Meta sourced or generated that does not show your actual product.
- Make two AI UGC ads. One presenter, one script, two different opening lines. Give each a first frame that does not look like your product shot, so the thumbnails differ. Our first-frame hooks for product video ads has openings to borrow.
- Audit Advantage+ enhancements on the UGC ads. Turn off enhancements that change the picture or the copy, so you test the file you approved.
- Launch together and wait for spend. Give the ad set enough budget to reach a stable cost per result before you judge it.
- Read cost per result by ad, then by format. Watch for the Creative fatigue status on whichever format Meta pushes hardest.
If Meta's video wins, you saved a production cost. If the UGC ads win, a presenter is worth paying for. For how many concepts to run at once, see our guide on how many ad creatives to test on Meta.
Common mistakes
- Treating "generally available" as "available to you." Language, vertical and country limits still apply. Check your account before you plan a campaign around it.
- Letting Meta pick the images. Meta may pull images from your ad account and URL and generate more. Deselect anything that is not your product.
- Expecting a UGC ad from a product-photo tool. Meta's tool makes product videos with music and overlays. If the brief says "creator talks about the product," it is the wrong tool.
- Reusing Meta's output on TikTok. The current terms say that is unauthorized. Make cross-platform assets elsewhere. Our TikTok Symphony alternatives guide covers the TikTok side.
- Assuming AI made outside Meta avoids the label. Meta says it labels ads when it detects third-party AI through metadata such as C2PA. Disclose honestly, and read our AI disclosure rules by platform.
When Meta's tool is the better choice
Meta's built-in video generation wins in several real cases, and we would use it there.
- You have no video at all. For an image-only account, a free generated video is better than none. Meta's 3% figure, whatever its limits, points the same way.
- You run a large catalog. If you qualify for the catalog beta, turning many SKUs into product video at once is something no presenter workflow matches on speed.
- The ad only runs on Meta and makes no claims. Low-risk products with forgiving brands can let Meta generate and test.
- You want hook variants on a winner. Ads Creative Studio is built to vary hooks, audio and length on creative that already works.
- Budget is the constraint. Meta charges nothing beyond ad spend. AI UGC costs credits plus review time.
Other tools fit other jobs. If you need many UGC tools compared side by side, our roundup of the best AI UGC ad generators covers them. If your best concept is a still image, start with choosing static vs video ads by product proof. If you run a performance team deciding where AI UGC fits overall, read AI UGC for performance marketing teams. Real creators still make the strongest testimonials, so keep them for proof you cannot fake.
The bottom line
Use Meta Advantage+ video generation to turn product images into video on Meta for free, and review every result as your own. Use AI UGC when the ad needs a person, a consistent presenter, a model you chose, or a file that runs beyond Meta. Then put both in one ad set and let cost per result decide.
If the gap in your account is a presenter who talks about the product, plan your first presenter ad in the AI UGC ad generator.
Make presenter ads you can run anywhere

Frequently asked questions
Is Meta Advantage+ video generation free?
Meta does not charge separately for it. Video generation sits inside Advantage+ creative in Ads Manager, and you pay only for the ad spend. Meta announced on October 6, 2026 that generating video from existing static assets is generally available, though access can still vary by account, language and vertical.
Can Meta's AI video generation make a talking presenter or UGC-style ad?
Not from what Meta documents. Meta's help pages describe a multi-clip video built from your images, with animated clips, a text overlay and music. They do not describe a person speaking a script to camera. For a presenter who talks about the product, you need a UGC workflow, real creators or an AI UGC tool.
Can I download Meta's AI-generated video and use it on TikTok?
Not under Meta's current Ad Creative Generative AI Terms, effective May 6, 2024. They grant the right to use the output on Meta Company Products and say that use or publication outside Meta's platforms is unauthorized. If the same video must run on TikTok, YouTube or your site, make it in a tool whose terms let you use it there.
What is Ads Creative Studio on Meta?
It is a creative workspace Meta introduced in summer 2026 that shows which creative is working by campaign objective. On October 6, 2026 Meta said it was rolling out to more advertisers and that marketers can generate video concepts and variations in it, then change hooks, audio, clip length, text overlays, captions and end scenes. Rollout is gradual, so your account may not have it yet.
Do AI-generated ads get labeled on Meta?
Often, yes. Meta says it automatically applies an AI info label when its own tools create or significantly edit an image or video, and also when it detects through metadata such as C2PA that a third-party AI tool made or edited the ad. Making the video outside Meta does not avoid the label, and you should not try to strip it.
Which converts better, Meta's AI video or AI UGC?
Nobody has published a fair head-to-head. Meta said in April 2026 that advertisers using its video generation saw more than 3% higher conversion rates in tests, but that compares users with non-users, not Meta video with UGC. Run both in the same ad set with the same offer and read cost per result after real spend.
Who is responsible if Meta's AI video gets a product detail wrong?
You are. The current generative AI terms already say you are solely responsible for evaluating output you publish. Meta's preview Commercial Terms add that the business assumes all risks of its AI features and resulting content. Meta showed November 20, 2026 as the effective date, but has said it will delay the update if its consultation runs past that date, and the UK CMA describes the rollout as on hold.
