Best AI Voice Generators in 2026, Ranked by Use Case

For ads and narration, use ElevenLabs Eleven v4, the default voice model on Oakgen at 28 credits per 1,000 characters. For drafts, use Eleven v4 Turbo at 14. For two-voice dialogue on a budget, use Gemini Pro TTS at 2. For a cloned voice, use MiniMax at 34. All prices are Oakgen credits as of October 25, 2026.

We ranked by job, not by one overall score, because the right model for a 30-second ad is the wrong one for a 15-hour audiobook. The ranking uses documented features, Oakgen's own pricing code and each vendor's public pages, all read on October 25, 2026. We did not run a blind listening test for this article, so nothing below claims one voice sounds better than another by our ears.

ElevenLabs models on Oakgen bill per character, and Oakgen rounds once on the whole script. Gemini Pro TTS, OpenAI TTS and MiniMax TTS bill per started block of 1,000 characters, so a 1,200-character script costs the same as 2,000.

What does each voice model cost on Oakgen?

Here is every text-to-speech model in Oakgen's catalog today, with what the order form accepts and what it costs. Credit figures come from Oakgen's pricing code, run on October 25, 2026, and can change.

The four ElevenLabs models and your MiniMax clones are in the Voice Generator. Gemini Pro TTS and OpenAI TTS are not in that form. You reach them by asking Oakgen's AI agent, which can run both.

If a V4, V4 Turbo or V3 request fails on Oakgen, it retries once on Multilingual V2 and bills the price of the model you picked.

Which AI voice generator is best for ads?

ElevenLabs V4. Ad reads need a lot of emotion in a few seconds, and v4 is the model ElevenLabs built for that. Its models page calls v4 "Our most emotionally rich, expressive speech synthesis model." Its help center says v4 "improves output quality, voice accuracy, emotion, audio tags, and language coverage compared with Eleven v3."

You direct v4 with audio tags written into the script. ElevenLabs' v4 prompting guide lists tags such as [excited], [whispers], [sarcastic], [curious] and [laughs]. A 450-character script costs 13 credits on V4 and 7 on V4 Turbo. A short script for a sleep supplement ad might read:

[excited] Three weeks ago I couldn't run a mile.
[curious] So what changed?
[whispers] Honestly? I started sleeping.
[excited] Try it free for thirty days.

Two limits matter for ad work. The help center says "Style and Speed sliders are not available in Eleven v4, and SSML is not supported." Oakgen shows only Stability and Similarity for V4 to match. If an ad must hit an exact length, you change the timing in the script or in your editor, not with a speed slider. Our 30-second voiceover timing guide shows how to size a script to a slot.

Write the first five versions on V4 Turbo at half the price, then render the final on V4. A typical round of ten 450-character takes costs about 70 credits on Turbo and about 130 on V4.

When Murf is the better choice. Murf's text to speech page, read October 25, 2026, lists "35 languages. 200+ lifelike voices" and integrations with Canva, Google Slides, PowerPoint and Adobe Captivate. If your ads are built inside those tools, Murf puts the voice where the slides already are. The same page lists Creator "Starting at $19/month (billed annually)". Oakgen has no slide or Canva integration.

Which AI voice generator is best for narration and audiobooks?

ElevenLabs V4 again, for a different reason. Narration needs long takes, and V4 accepts 10,000 characters per generation, about ten minutes of speech by ElevenLabs' own estimate. A full 10,000-character take costs 271 credits on Oakgen. The help center says v4 is "ideal for content creation, audiobooks, character voiceovers, and any use case where quality is the top priority."

If a novel runs to roughly 400,000 characters, that is 40 full takes and about 10,840 credits on V4, or about 5,440 on V4 Turbo. Those are arithmetic from Oakgen's per-character price, not a test.

The hard part of AI narration is not the voice. Audrey Driscoll, who published auto-narrated versions of two of her novels on Google Play Books, wrote that the voice read the goddess names Mut and Nut as "mutt" and "nut". She fixed a place name with phonetic symbols, and found that "I thought" had to be added so listeners could tell thoughts from speech. Scribe Media's piece on the limits of AI narration names the same problems, mispronounced names and characters who blur together in dialogue.

V4 helps with the first problem. ElevenLabs' prompting guide says v4 reads IPA symbols wrapped in forward slashes, and that you should use ellipses for pauses because v4 "doesn't support SSML break tags". It also suggests narrative tags such as [Quiet, reflective narration] at the start of a passage. Our AI voice pronunciation guide and audiobook narration guide cover the full method.

Multilingual V2 is the runner-up when you need control V4 does not have. On Oakgen it is the only ElevenLabs model with Stability, Similarity, Style, Speed and Speaker Boost all available. It costs 34 credits per 1,000 characters and covers 29 languages per ElevenLabs.

When WellSaid is the better choice. WellSaid's pricing page, read October 25, 2026, sells download minutes. Starter is $10 a month billed annually for 240 minutes a year, or $19 billed monthly for 20 minutes a month. Paid plans list "Full commercial rights" and "All English voices". The free trial gives 3 download minutes a month "(no commercial rights)". If you are a training team that wants a fixed English voice roster and a predictable minute allowance, that model is simpler to budget than per-character credits. WellSaid's page lists other languages only on Enterprise.

Which AI voice generator is best for dialogue?

Gemini Pro TTS, if you need two distinct voices in one file. On Oakgen it has a two-speaker mode with a named voice per speaker, chosen from 30 prebuilt voices. It costs 2 credits per started 1,000 characters, so a 3,000-character podcast segment costs 5 credits. Google's speech generation docs, read October 25, 2026, say multi-speaker "supports up to 2 speakers using prebuilt voices". Oakgen's form also has a style guidelines field where you describe tone and pace in words.

Oakgen runs gemini-2.5-pro-preview-tts. Google's page now lists newer Gemini 3.8 Flash TTS models with voice design and voice replication. The 2.5 Pro preview model supports single-speaker and multi-speaker output only.

ElevenLabs V4 is the pick when the dialogue needs more emotion than Gemini gives you. ElevenLabs' models page says v4 has "Support for natural multi-speaker dialogue" through its Text to Dialogue API. Oakgen's Voice Generator does not call that API. It renders one voice per generation. You have two options on Oakgen. You can voice each speaker's lines as separate takes and join them in an editor, or let one voice play every part using tags such as [gruff old man voice]. Our ElevenLabs vs Murf comparison covers the trade-offs between those two vendors in more depth.

When ElevenLabs direct is the better choice. If you build dialogue at scale and want each turn assigned to a voice in one API call, use ElevenLabs' Text to Dialogue API. Oakgen does not offer it.

Which AI voice generator handles the most languages?

On Oakgen, ElevenLabs V4 and V4 Turbo. ElevenLabs' models page lists 90+ languages for both, 70+ for v3 and 29 for Multilingual V2. MiniMax's models page lists 40 languages for speech-2.8-hd, the model behind Oakgen's cloned voices.

OpenAI's guide says its TTS "generally follows the Whisper model in terms of language support", but also that "Voices are currently optimized for English." That makes it a weaker pick for non-English work.

A language list does not tell you how a voice handles code-switching, local names or a regional accent. Test a paragraph in each target language before you commit a campaign. V4's prompting guide lists an experimental [strong X accent] tag, where X is the accent you want, and notes that some experimental tags "may be less consistent across voices". Our multilingual voiceover guide covers the workflow.

When Google direct is the better choice. Google's page lists Gemini 3.8 Flash TTS at "over 130 languages". Oakgen does not run that model today. If your language is not on ElevenLabs' list, check Google's.

Which AI voice generator is best for voice cloning?

On Oakgen, cloned voices run on MiniMax. Creating a clone costs 507 credits. You upload an MP3, WAV or M4A sample of 10 seconds to 5 minutes, up to 20 MB, with optional noise reduction. Speaking with the clone uses MiniMax TTS (speech-2.8-hd) at 34 credits per started 1,000 characters, up to 5,000 characters per take in the Voice Generator, with speed from 0.5x to 2x. Our voice cloning walkthrough shows each step.

Oakgen's Acceptable Use Policy lets you clone your own voice, or a third-party voice "only with explicit permission". It bans celebrity, political and other impersonation, and says Oakgen may ask for proof of consent.

When ElevenLabs direct is the better choice. ElevenLabs' help center says "Professional Voice Clones (PVCs) are fully supported in Eleven v4" and that v4 adds a Clone Strength slider. Its pricing page lists Professional Voice Cloning from the Creator plan up. A professional clone trained on a long recording is a different product from a short-sample clone. Aljin Vijayan's independent ElevenLabs review on DevOpsCube describes using about two hours of audio for a professional clone. If your own voice is the product, for a course or a long-running channel, go direct.

OpenAI's guide also describes custom voices made from "a speaker's consent recording and matching audio sample". Oakgen does not offer OpenAI custom voices.

Which AI voice generator is best for cheap drafts?

ElevenLabs V4 Turbo at 14 credits per 1,000 characters. It accepts the same 10,000-character scripts, the same audio tags and the same two sliders as V4, at half the price. ElevenLabs calls it "Our most expressive, real-time speech synthesis model" with about 100 ms median inference latency, which excludes network time. On Oakgen you get a finished file, so the latency figure matters less than the price.

Gemini Pro TTS is cheaper at 2 credits per block, but a draft is only useful if it sounds like the final. If your final will be V4, draft on V4 Turbo so the tags behave the same way. We have not compared V4 and V4 Turbo by ear, and ElevenLabs does not publish a quality gap between them.

Should you still use OpenAI TTS?

Only for short-lived work. OpenAI TTS on Oakgen has the most direct way to set tone, a plain-language instructions field such as "Speak in a calm, professional tone". OpenAI's guide says the model lets you prompt for accent, emotional range, intonation, impressions, speed, tone and whispering. It costs 7 credits per started 1,000 characters on Oakgen.

The catch is in the same guide. "The tts-1, tts-1-hd, and gpt-4o-mini-tts models are deprecated and will shut down on January 6, 2027." OpenAI recommends gpt-realtime-2.1-mini on its Realtime API instead. Do not build a long-running series around a voice that disappears in ten weeks. OpenAI's usage policies also require you to tell listeners the voice is AI-generated, per the same guide.

What about the other audio models on Oakgen?

Seed Audio 1.0 from ByteDance is in Oakgen's catalog, but it works differently. You describe the audio you want in a prompt of up to 2,048 characters, with up to three reference clips of 30 seconds each, and it generates up to two minutes. Oakgen holds credits for the full two minutes and refunds the unused part after generation. It suits sound design and short radio-drama scenes more than reading a fixed script, so we left it out of the ranking.

How we checked this

We read Oakgen's audio model configs and ran Oakgen's credit calculator for 100, 1,000, 1,200, 5,000 and 10,000 characters on every voice model on October 25, 2026. Credit prices above come from that run. Script limits, voice lists and slider ranges come from the same configs. Commercial-use and cloning rules come from Oakgen's Terms section 4.4 and Acceptable Use Policy.

We read each vendor's own page on October 25, 2026. ElevenLabs' models page, v4 help article, v4 prompting guide, pricing page and terms. Google's Gemini speech docs. OpenAI's text-to-speech guide. MiniMax's models page. Murf's text to speech page and WellSaid's pricing page. Vendor plan prices change often. ElevenLabs' pricing page showed a first-month discount on Starter that day, while its FAQ gave $6 a month.

We did not run a listening test, measure latency or compare any two models by ear. We did not use Murf or WellSaid. Where a section says a model suits a job, the reason is a documented feature or price, not our judgment of how it sounds.

On commercial use, Oakgen Terms section 4.4 says Oakgen does not claim ownership of eligible outputs. Your right to use an output, including commercially, depends on the Terms, the law, the provider's terms and the rights in your inputs. See Oakgen pricing for current plans.
